FISCA is a volunteer community organization operating under the auspices of the City of Flagstaff. It directs the activities of Flagstaff's officially recognized Sister Cities Program. Its purpose is to serve the community interest of international and intercultural understanding and to promote involvement of its members in programs and projects.

The Sister City concept was inaugurated by President Eisenhower in 1956 to establish greater friendship and understanding between the peoples of the United States and other nations through the medium of direct personal contact. All succeeding U.S. presidents have endorsed the program which encourages the exchange of ideas and people between the United States and other nations.
